A case was reported to H.M. Govt, and it would be justified in refusing to render evidence before me if it were to be proved that the offence was of a political character only. The evidence already taken discloses that the safeguards already mentioned being obtained, the prisoners (the safeguards already mentioned being obtained) should be considered.
